Xiomara Cecilia Balanta Moreno
Abstract
This paper presents an analysis of the current Colombia Victims Law (Act 1448 of 2011). The Law constitutes a
remarkable effort for all the Colombian victims who have suffered direct damage by an offense as a result of
violations of international humanitarian law or gross violations to the international human rights standards,
which occurred during the internal armed conflict. The main objective of this paper is to analyze the limitations
and the challenges of the victims Law and provide some recommendations that could guarantee the effectiveness
of the application of the Victims Law in a country with an ongoing conflict.
